Capacity+’s purpose is to continue to strengthen human resources capacity for health (HRH) to deliver high quality and comprehensive HIV/AIDS care and treatment services based primarily on decreasing the stigma around PLHIV and AIDS and removing barriers to care and treatment. The approach is built around the CoPCT framework that offers optimal health care through an integrated delivery system that guides and tracks a client over time through a comprehensive array of health services spanning all levels of care. This activity will work towards achieving the following results: a) Best practices for a comprehensive care delivery system appropriate to locally available resources developed and applied; b) Comprehensive HIV/AIDS training and mentorship program for health professionals developed and implemented; and c) Tertiary and secondary treatment programs integrated with community-based support networks.

Capacity+ implements in five countries: Belize, Guatemala, El Salvador, Costa Rica and Panama and focuses on areas with high epidemiological prevalence and numbers of PLHIV accessing services. Given that Capacity+ works within environments that remains hostile towards and stigmatizes HIV and PLHIV, the approach seeks to ensure hidden KPs are reached through services available to general populations. Themes woven throughout Capacity+’s approach include local and country-driven sustainability and positive health, dignity and prevention (PHDP). The project will contribute to PF goals, aligns with the COMISCA Regional Strategy, and includes the following five interwoven technical strategies: Optimizing Performance and Quality, Coordinated Community Response, Infection Prevention, Strengthened Human Resources Management, and Strengthen Human Resources Capacity.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
